We launch over (sparsely) populated land in northern Alaska, from Poker Flat, but it's Alaska land (plus locals are paid rewards for bringing in any sounding rocket hardware they find--except for the Bedouins, none of Israel's neighbors would be inclined to accept "Jewish money" for doing that :-) ). China also launches over their populated land (I recall seeing a picture of a strap-on booster-holed roof on a house downrange, the day after their first lunar probe launch), but complaining about such things is dangerous there.

I heard the March 2 launch date in a radio news report today, so it looks like--weather and equipment permitting, of course--that's a firm target date!

It could have resulted from a fairing snag attempt (not necessarily a failed one, despite the loss of the two net support arms), but it might have been due to high winds or seas, and/or equipment problems, possibly exacerbated by the conditions.

It's starting to look like fairing retrieval might not be a cost effective option, even if they eventually do succeed once or twice.

It does seem pretty hit-or-miss (more miss, so far). Instead of trying to catch the fairing halves to keep them from getting wet, maybe they could redesign them so that they wouldn't be harmed by exposure to seawater, like the Space Shuttle SRBs' frustums. The fairings could be either in halves or in thirds (tri-sectors), like the various Titan III, 34, and IV corrugated metal fairings, with floatation (and acoustic shielding) foam lining their inner walls.
