I've had good luck filling and sealing balsa fins a number of ways:

1. Good ol' Fill n Finish (or whatever the current name is for Elmers wood putty)
2. Papering with very thin coating of yellow or white glue
3. Gold thin cyano on very small fins
4. Dope sanding filler/sealer
5. Slightly thinned yellow or white glue applied direct to fins. This is my current favorite, although less so since you cannot get Great Plains yellow glue any more. Whatever their formulation was it applied beautifully w/o thinning and left sealed balsa with a dark yellow tint.
6. Combinations of two or more of the above.
