Yes. "Powers that be" at the NAR are hobbyists too, who may, or may not, like to participate in Internet rocketry forums. The NAR didn't have an official forum until the creation of the NAR Facebook page, which is very active right now.
As for TRF, I am not really big into HPR and sparky motors so I don't really fit in over there. There are some pretty abusive trolls with huge post counts over there that seem to get away with anything, so that's just the icing on the cake. I seldom even look over there.
