That makes sense. I was thinking NAR competition. I remember reading about Estes making small batches of special motors (full impulse or as close to it as possible for the class) for international competition during the previous golden era. I believe all they have to do to qualify motors is to run a sample or two on a test stand to make sure it falls within the class limits.
