It's mostly just a cool factor. Chutes just look more cool than streamers. However, a 6" chute can be stuffed in a minimum diameter bird easier than a long streamer.
We use E2X Generic rockets at our school launch. A 12" chute is too big for our small playground due to wind drift. We always have rocket day in the spring and we almost always get variable gusty winds. We use the longest length of streamer we can get into a BT-50 without double stacking it. They come down pretty hard. A 6" chute would get the rocket down quicker with less drift than the 12", but not as fast as the streamer. That being said, I seriously doubt I will go out and buy 120 6" parachutes every year when I can use a couple bucks worth of crepe paper streamer.
