My first ever 2-stage flight was around 1970, using a ½A6-0S, IIRC, and it was barely off the rod when it staged, or so it seemed, all those years ago
That said, having learned more about the physics of flight, it's not the altitude gained from the 1st stage burn so much as it's the momentum imparted by it. For example, on a TOW missile, the booster motor does little more than get the rocket out of the launch tube, but it gets it moving.

In the interest of staging, a ¼A booster definitely appeals to me, but I doubt it has much mass market potential
