They probably pushed Estes to develop the E16/F15, is so they were useful for that.

Agreed, but I understand that the big Quest motors were semi-port burners like the old Estes C5-3 that provided a real kick off the pad with a lower sustaining thrust.
The Estes F15/E16 are end-burners with lower launch thrust. Unfortunately only Estes remains in the SU BP engine market, and they continue to show zero interest in making anything in the form of a port-burning high thrust booster. Yes, I'm still "beating this dead horse" and will continue until somebody ( hopefully Estes ) brings back some port burners. Incidentally I managed to get 2 sealed packs of good-date-code C5-3s off eBay for the reasonable price of $13.99 very recently.

No gaurantee they would have had a high initial thrust, this quote directly from Bill Stine in April 2009, after the test flights reported here:
“We're also trying to perfect a method to get a higher initial flight velocity for the E's and F's” Development canceled after that. |

I wonder what happened to the large quantities of motors they produced that they never certified.
Some of us don't give a Rat's Kazoo about certification and would gladly sign a hold-harmless to get them... Sell them as fireworks... Those have no real certification.

You can always start at the source and call Bill Stine at Estes. Then if he says he left the inventory with Quest, call Charlie at Aerotech. Odds are, though, that he just had enough made on spec to do product development and testing, initial marketing, and certification submissions.
