I had all of those Citation kits back in the day, and I'm reasonably sure I also got them at the Estes company store in Penrose.
It would have been before 1977 - I pretty much stopped rocketry when I left for college in Sept. 1973 so it would have been before that - '72 or '73. That's when the Citation kits all came with a couple engines.
