I generally do NOT use primer on plastic nose cones If I finish them with Hobby Store Enamel. That stuff sticks fine with just a light Scotch Brite scuff.
If I finish them with Lacquer/Dope I prime in order to prevent the Lacquer/Dope from crazing the plastic. Despite the many rumors/falsehoods, one can finish plastic parts with Lacquer if one does it properly. Primer and light multiple coats are key.

Finally, I use Tamiya Surface Primer as my primer on plastic parts. It has no fillers, so you don’t end up blurring any molded details a part may have. I’ve never had issues with it not bonding well to any plastic.

I think one has problems with Lacquer/Dope on plastic when it gets coated with WAY too heavy coats in attempt to finish with one/two quick coats.
You can get away with that using Enamel, but it won't work with Dope. Dope/Lacquer when applied properly results in a much deeper gloss finish than enamel.

Scrape with hobby knife, #11 Excel blade (made in the US, xacto quality sucks), sand with 320, fill with squadron putty, sand, prime, sand, fill, repeat. Less effort if there's a good chance it won't come back.
