Default Identifying rocket

I just saw this collection of built rockets on eBay. I am able to ID all the rockets except the rocket on top in the picture with a canopy on the nose cone. Is this from a kit or is it just a scratch built model?

Yeah, I'd say scratch too. If it is a kit, I've never seen it.
