If they aren't based in-state, they should REFUSE TO COMPLY. Followed up by a certain "hand signal" that ALL "authorities" know.

<soapbox>I usually resist the urge to save a couple bucks by getting motors at HL and supporting their business practices. I'd much rather do business with a locally owned brick & mortar shop. </soapbox>
I admit to caving when they have blow-outs, like $4.39 Goblins and $6.39 Citation Patriots. We're fortunate to have Hiawatha Hobbies outside of Milwaukee - a family-owned, well-run, traditional hobby shop, whose primary lines are trains and RC, but also carry just about the entire Estes and Aerotech mid-power (hobby) lines, along with everything else you'd expect from a traditional hobby shop.

Yeah, I know. I saw it at the NARAM-60 tour. Explan that to those who say that three-motor packs only come with three....
