Probably a single chemical and not a mix of fuel and oxidizer. The chemical is ignited and breaks down exothermically releasing gas at a rate MUCH slower than our normal BP or composite propellants.
Like the original Jetex pellets or the old Canaroc motors that has a super deep or maybe full centerbore, but had absurdly low thrust for a fairly long time. https://en.wikipedia.org/wiki/Jetex https://en.wikipedia.org/wiki/Guanidine_nitrate Quote:

H13ST-P
Diameter: 1.13” (29mm) Length: 8.0” Propellant: Super Thunder (ST) Total impulse: 211.2 N-sec (47.48 lb.-sec) Burn time: 15.2 sec Peak thrust: 9.78 lbs. (43.5 N) Delay time: Plugged Propellant wt.: 116.4 grams (4.11 oz.) Loaded wt.: 203.4 grams (7.18 oz.) I would keep the rocket under one pound liftoff weight. Optimum weight is probably the motor weight, so the lighter the better. Quote:

I have no idea what JI was really up to. This is just a reference to something that may be related.
