This clown sounds like a Class-A POS Dirtbag.
No longer will I even consider this TURD's items.
Would like to know his actual name and any 'handles'/'monikers'/'screen-names' he uses on any of the forums though.

You can contact Ebay and ask for his phone number to rectify a problem because he doesn't answer messages threw ebay.
Or at least ask ebay for his address to send him a letter.
From that info it isn't hard to figure out whom he is.
I would like to know myself.
I won't go into details, but I had a bad dealing with him once...

The bad thing with letting eBay handle the arbitration is that they usually side with the buyer regardless the reasoning. They most likely will lock the $99 from your Paypal acct and you may stand the chance of losing your money and not getting your rocket back. Ask me how I know this? Already happened to me. I hope all turns out ok for you and do keep us posted on how it comes out.

That eBay almost ALWAYS sides with the buyer no matter the circumstances is the #1 reason why I NEVER sell anything on eBay; I ONLY buy through eBay.
Most likely, although ignorantly, eBay will side with the buyer in this case.
Thankfully, PayPal is now a 100% independent company from eBay, so they no longer can touch your PayPal account without you authorizing it.
I would still immediately transfer the $99 out of your PayPal to your bank account.
Tell the buyer to BUZZ-THE-'F'-OFF and just take the negative feedback hit if he leaves it, then give this MEGA-TURD extremely HARSH negative feedback.

Sellers giving retaliatory feedback on Ebay doesn't work any more.

That unfortunately is true. Negative feedback by the seller hasn't been available for a few years now.

I read an article few days ago. Ebay is loosing ground.
PayPal has moved away from ebay.
Mom n Pop sellers have all but fallin to the way side due to Ebay trying to keep up with Amazon and the foreign competitors.
Fees have increased, Fees on shipping implimented. Fees for what ever they can think of.
The corperate mogal has drained the life out Ebay.
The high volumn sellers like items shipped from China will survive, while the mom n pop stores are closing the doors.
After I read this article, I reviewed sellers I have purchased from in the past 6 years.
I was awed that less than a 1/3 is still active.
And those that are, are the ones that I have purchased from in the past 12 months.
Greed my friends, is destroying this country.
Those that think that they deserve everything that everyone else has, is taking it and getting away with it.
My buddy sells successfully on Ebay, but, he also sells on Amazon and 2 other online stores.
He typically ships out between 75 - 100 packages a week. He does not rely on Ebay. To him, he's just catching the once in awhile browser that finds his prices are slightly better than most.
Ok, rant over.

Not surprised sellers can no longer leave negative feedback on GREEDbay.
Like I said, I never sell, so would not have actively known this.
I always leave the feedback deserved to sellers; if there is a dispute between myself and a seller but the cause is NOT deliberate seller deception, the worst possible I would leave is neutral or no feedback.
In all the years I have been on eBay as a buyer, I think I have left negative feedback a total of 5 times in over 230 transactions. Those that got it were many years ago and was a deliberate deception or 'untruth by omission' with pics that did not represent the supposed item.

I have purchased items as small as LPR centering rings with a value of 50 cents all the way to Supercross-type Suzuki motorcycles, Rolex Watches, and Kawasaki Jet-Skis costing several thousand dollars.
The highest priced Item I bought that got negative feedback was a 'supposed' steel small-block Chevy V8 crankshaft that I paid over $500 for; the item in the pics was NOT the item the seller shipped (shipped a CAST, not steel crank) and they refused to make it good; had to get eBay resolution involved and they corrected the issue better than in-full.

I HATE leaving negative feedback, but will not hesitate if that is the correct honest action.

Many of my buddies that used to actively sell a LOT of goods on eBay have switched almost exclusively over to CraigsList due to all the ridiculous fees on eBay. Purchasing on CraigsList I have found to be far more risky than eBay.

Hi Greg-
Sorry that this buyer is harassing you. I sold a oop rocket to him a few months back and he did the same thing to me. It was an Estes "Collosus". It had no out of round tubes. We bantered back and forth for a while, but he eventually suibsided and gave in and kept the kit.

I am rockets-r-us on Ebay.
FWIW!

Default Free replacements...

I had one of the Saturn 5 kits that had oval, almost flat tubes and I contacted Estes and they sent me 2 new tubes at no cost.

Hope you get this all resolved.

sorry I did not read all 3 pages of posts.
