Looks to be a good one to launch on a full 20n-sec Aerotech D21.

As a last, "Viking send-off" after it had become well-worn from many (Recommended Motors) flights (or for trackers who are using telescopic theodolites to practice tracking such high-acceleration, Loki-Dart/HASP-like rockets), yes. Otherwise, one might as well buy and fly similar-size firework missiles, which have plastic fin units and nose cones, and don't require any painting, being pre-colored with attractive body wraps.
