A couple more thoughts: spray adhesive deposits thin, rubbery stickum to the surface, and I don't know but I wonder if it dries out and shrinks after awhile. Another possibility that comes to mind is that perhaps the solvents in the spray paint are soaking through the paper and dissolving or breaking down the specific type of stickum in spray adhesive. The adhesive in label paper may not suffer this problem because the label stock itself is thicker and less absorbent, and the CA that is used to seal the edges of it acts as a barrier to keep the paint solvent from seeping in under the edge. I can see how thin notebook paper, which otherwise would work fine, could easily pass the spray paint solvent right through to the adhesive layer underneath. That might be reason enough to try using a different glue to adhere the paper.

Freezer paper sounds like it might solve my priming issues....but I like sanding sooo much.

No, that's the Dr. Zooch Vanguard Eagle, which you can get at http://www.drzooch.com/rocketgallery.htm among his other really neat kits...

Correct. Being able to go right to painting the plastic side is the main reason for using freezer paper. I have used Dupli-color primers (as in the photos) and Rustoleum metal primers (i.e., the standard stuff) on it, followed by normal spray paint and special lacquer spray paint with no adhesion issues. Obviously you don't want to sand the bare paper after applying it. The plastic coating is very thin, so sanding or scuffing it will remove its principle benefit. Being able to skip the whole sealing and filling rigamarole is one of the side benefits of papering fins. With freezer paper, the benefit is even more pronounced.

I scratch-built that clone of The Bat shown in the photos during the afternoon and evening on the day before my club's annual end-of-season Spooky Sport Launch. Being able to go from papering the fins to priming (one coat with no sanding) and painting without any further work on the fins saved me buckets of time. It was the fastest start-to-finish scratch-build if that type of rocket that I have ever pulled off. (Successfully. )
